Hurd opposed the use of air strikes or even lifting the arms embargo, arguing, bizarrely, that is would create a “level playing field.” Our failure to act meant that the massacre of Srebrenica was allowed to happen, the worst war crime in Europe since the Second World War, when 8,000 unarmed Bosnian Muslim men and boys were killed.
