It appears to include a completely free capital account, and, in essence, a controlled experiment of what life might be like with convertible currency. I will write about this in a separate column, but this suggests China is moving rapidly towards a more open financial system than many realise, as well as perhaps implying that policymakers are happy to see more adjustment away from the export-based model of the past.
